Rare Antique Lure " Carter's Surface Twin Bait"

I am guessing this lure is very rare. I can't find another one for sale or much info. I sent pictures to 4 collectors and here are the responses i got. #1 I'm not sure. I wouldn't fish it. #2 I haven't seen this lure with a side hook or black & white color before. #3 Sometimes they made tester baits to see how they would run in the water. hook on the side generally indicates a type of wounded minnow. I think the bait would be desirable by a collector of Dunks- Carters. Establishing value is very difficult as it usually turns out to be what the particular collector will pay. #4 I Can't recall the name of the Carter's side hooker but it was a mate to the Bestevers from the 20's to early 30's. I was able to find the lure in a book by Carl F. Luckey called "Old Fishing Lures and Tackle #3. I also found it in a Hibbard,Spencer,Bartlett & Co. Catalog and inclued pictures in the listing.
