Catching FINICKY striped bass on SMALL LURES at the CAPE COD CANAL!!!

It was a tough morning on the Cape Cod Canal.There were small fish busting every where,every thing from schoolie striped bass and blue fish,to false albacore.They were feeding on tiny little fry,and no one was hooking up on either side of the canal...until........
