This is a Blue-Winged Olive emerger pattern meant to imitate insects transitioning from nymph to adult. Fish it in or just below the surface film during mayfly hatches, especially in calm to lightly moving water. Dead-drift it with a subtle rise or twitch to suggest an emerging insect.
