This is a pre-rigged inshore combo built around a popper/clacker and a 3-inch shrimp, so it’s meant to create surface commotion and attract fish with both splash and vibration. Use it around flats, grass edges, docks, or other shallow saltwater areas when fish are feeding near the top or responding to noisy presentations.
